Charles "Chip" Cater is executive vice president and chief strategy officer for North American Legal, the foremost provider of electronic workflow solutions to legal professionals. He is responsible for driving strategy and revenue growth for all North American Legal businesses, including West, Elite, FindLaw and West Education Group. In addition, he is responsible for business operations at Carswell, directs West's print/CD product lines, and oversees West central marketing, litigation, database marketing, market research, business development and marketing services areas. He sits on the North American Legal executive committee.

Since joining Thomson in 1987, Mr. Cater has been closely involved in the development and rapid growth of electronic products and services. He has held a number of key leadership positions for Thomson businesses, serving as executive vice president and chief marketing officer for West from 2001 to 2007. In this role he led West's development of its customer data-driven approach to growth (front-end customer strategy) and was responsible for all West revenues. Prior to this, he was West's senior vice president of Sales & Account Management from 1997 to 2001.

Mr. Cater holds a bachelor's degree from Hamilton College and has done graduate work at many universities.
